Recovery - Guidelines Application opening date: May 4 Application deadline: June 1 NYSCA has been awarded $399,900 by the National Endowment for the Arts (NEA) to administer American Recovery and Reinvestment Act (ARRA) funds in New York State. These funds are to be used exclusively for the preservation of specific positions that are threatened due to the economic downturn. Given that the funds available are limited, NYSCA will target the funding to support cultural organizations with service and support-oriented positions-at-risk that serve a broad range of artists and cultural organizations. By preserving jobs that are service and support-oriented, NYSCA will touch the maximum number of artists and arts organizations possible. Evaluative Criteria Grant requests for NEA American Recovery and Reinvestment Act funds will be evaluated in accordance with the following criteria: Significance of the position to the mission and core work of the applicant organizationSignificance of the position to the community it serves Likelihood that the position serves a wide and diverse constituency of artists and arts organizations Quality of services provided by position and their potential impact on a diverse constituency Strength of organization’s financial management plan as it relates to the fiscal crisis Impact of the applicant organization on underserved populations Application Instructions Organizations that have not previously applied for NYSCA support must first register to use the online application system. All applications are submitted through NYSCA's online system, which includes the following questions: Application Narrative Questions 1. Mission Briefly describe the core work of your organization. 3. Position Summary Please list the primary duties and responsibilities of this position, including primary services the position provides to the field. Describe the significance of the position to the mission and core work of your organization. 4. Constituency What is the constituency that this position serves? How does the position serve a broad cross section of artists/arts organizations? Has the magnitude of constituents served changed in recent years (i.e. has it grown or diminished)? 5. Outreach What is the outreach plan for services being offered? 6. Need for Services Identify methods used to determine the need for the services provided by position. 7. Salary/Hours What is the salary for this position? Is the position full time or part time? If part time, how many how many hours a week? 8. Financial Picture Briefly describe the overall financial picture of your organization and why this position is at risk. 9. Additional Resources Given that NYSCA stimulus funding in most cases will only fund a portion of a salary, what is your organization’s plan to raise the remaining funds for this position? 10. NEA Direct Applicants Did you apply for NEA American Recovery and Reinvestment Act funds directly? (Note, this does not disqualify an application. Organizations may apply to as many sources of NEA American Recovery and Reinvestment Act funding as they are eligible, but may only accept funding from one source.) 11. NEA Regrant Applicants Did you apply to the NEA to serve a regional or local regranter of NEA American Recovery and Reinvestment Act funds? (Note, this does not disqualify an application. Organizations may apply to as many sources of NEA American Recovery and Reinvestment Act funding as they are eligible, but may only accept funding from one source.) 12. Budget Please make sure your Organization Budget is up to date by clicking on the link on the left side of your NYSCA login page. Additionally, when prompted to supply a project budget upon completion of these questions, please supply your FY ’10 organization budget. Reporting Requirements Specific reporting requirements are currently being developed by the NEA as mandated by ARRA legislation. NYSCA and all ARRA grant recipients will be expected to comply with these requirements. While those requirements are forthcoming, the following information is on the NEA website as part of the ARRA guidelines: Grantees will be required to:Report on the use of NEA American Recovery and Reinvestment Act of 2009, Public Law 111-5 ("Recovery Act") funds as outlined in Section 1512 (c) of the American Recovery and Reinvestment Act. This will include quarterly reports to the NEA in a pre-determined format. As applicable, maintain personnel activity ("Time & Effort") reports for any employee whose salary is charged, in whole or in part, to the award. See an example. For grants for projects that engage artists and/or contractual personnel to whom you propose to pay fees, maintain written contracts that outline the employment terms. |
