From time to time, the Council contracts with nonprofit organizations to administer targeted funding programs and technical assistance services in areas not directly funded by the Council's Programs. These activities are carried out with funds granted through the Regrant Programs category. Funding in the Regrant Programs category is available only at the invitation of the Council. On occasion, the Program may issue a Request for Proposal to establish a new service provider.

The category covers a range of services from the administration of technical assistance funds to fees for artist appearances. Regranting services can either have a long-term role in the arts community or be developed to meet a short-term need. Some projects may use a panel review process to determine regrant awards, while others may be limited primarily to assigning and accounting for consulting services. A working knowledge of the target audience, arts discipline, and service area is essential for those organizations receiving grant contracts in this category. Organizations applying to the Council in this category must show a willingness to reach beyond their membership in providing services or regrant awards.

Administrative costs for delivery of services can vary depending on the nature, depth, and scope of the work, but rarely exceed 15% of project costs.   Organizations receiving support in this category are required to report on the distribution of funds, characterizing the demographics of the recipients.

The on-line application form includes the following questions, and a project budget. Required support materials are listed below.

Application Narrative Questions

1. Program Summary
Describe your regrant program, covering constituents served, program priorities and goals. Also note what aspects of the program distinguish it from or complement other regrant programs in your community or field.

2. Mission
How does the regrant program relate to and diverge from your organization's mission, goals and programming?

3. Scope of Activity
Basing figures on the average for the past three years, how many requests are received annually? Briefly describe the demographics relating to the scope of activity. What is the average number and size of the awards? How many individuals and how many organizations received awards?

4. Staffing
Who in your organization is responsible for the administration of this project? Describe their role, detailing their duties and noting whether this is a full or part-time position. If the coordinator has other responsibilities within the organization, describe them here.

5. Marketing & Outreach
What are your strategies for outreach and marketing to communities, arts groups and artists, inclusive of those not presently served by the program? Include details about any technical assistance resources offered to emerging writers/literary artists, literary presenters or publications.

6. Selection Process
Describe your grant/award selection process, noting what is required of applicants, restrictions, and whether there is a panel review. If so, how are the panel members chosen? What are the means for assessing this process?

7. Work Plan
Outline the schedule/work-plan for your next granting cycle, inclusive of marketing and application seminars, panels, governance meetings, contracts and payments, and final reports.

8. Evaluation/Dissemination
How do you evaluate and assess the effectiveness of the regrant program? If the program involves technology or information, how do you disseminate information gathered from grantees to the literary field?


Support Materials

Support material must be postmarked, emailed or hand-delivered to the program by the application deadline. If you want support materials returned, provide a self-addressed stamped envelope.
