On occasion, the Council may contract with nonprofit organizations to administer targeted funding and technical assistance in areas not directly funded by NYSCA Programs. These activities are carried out with funds granted through the Regrant Programs category. In most cases, application to this Regrant Programs category is by Council invitation. However, non-profit organizations interested in becoming a Regrant partner, are encouraged to contact the Program prior to the deadline. Periodically, the Program may also issue a Request for Proposals to establish a new service. 

The category covers a range of services from the administration of technical assistance funds to fees for artist appearances. Regranting services can either have a long-term role in the arts community or be developed to meet a short-term need. Some projects may use a panel review process to determine regrant awards, while others may be limited primarily to assigning and accounting for consulting services. A working knowledge of the target audience, arts discipline, and service area is essential for those organizations receiving grant contracts in this category. Organizations applying to the Council in this category must show a willingness to reach beyond their membership in providing services or regrant awards.

Administrative costs for delivery of services can vary depending on the nature, depth, and scope of the work, but rarely exceed 15% of project costs. Organizations receiving support in this category are required to report on the distribution of funds, characterizing the demographics of the recipients.

The on-line application form includes the following questions, and a project budget. Required support materials are listed below. 


Application Narrative Questions

Artistic/Programmatic

1. Program Summary
Describe the regrant program, its priorities and the constituents served. How does it differ from or complement other regrant programs in the community or field?  Please provide the URL (address) for your web site. 

2. Mission
How does the regrant program relate to the organization's mission, goals and programming? Describe how this regrant contributes to the artistic development of artists working in new technology as an art form and the arts in general.  

3. Scope of Activity
Describe the number of requests received on average, for each of the past two years, include the average request amount and grant amount.  If this is a new regrant request, project the number of anticipated requests and range of grant amounts to be awarded. 

Managerial/Fiscal

4. Staffing
Describe your key staff in the regrant process.  Who is responsible for the administration of this project? Describe their role, detailing their duties and noting whether this is a full or part-time position. If the coordinator has other responsibilities within the organization, describe them.  

5. Board
Describe the involvement of your board in management and program oversight. Describe your staff structure, recent changes, if any, to key staff members and the impact of these changes on your organization. 

6. Finances
What are your plans for meeting current and future expenses related to the regrant program?  How is the current financial landscape affecting your organization?  Remember to include any financial notes in the Project Budget area.

7. Work Plan
Outline the schedule and work plan for the next granting cycle.  Provide an overview of annual regrant deadlines and related activities. 

Service to the Public

8. Marketing/Outreach
What are the strategies for outreach and marketing to diverse communities, arts groups and artists, including those not presently served by the program? Include details about any technical assistance resources for emerging artists and arts groups. 

9. Selection Process
Describe the application and selection process, noting what is required of applicants, restrictions, and whether there is a panel review. 

10. Evaluation
How do you evaluate and assess the effectiveness of the regrant program? Has evaluation led to change in this regrant program?  Describe the benefits of this regrant to the community and general public.   


Support Materials

Support material must be postmarked or hand-delivered to the Program by the application deadline. If you want support materials returned, provide a self-addressed stamped envelope. 

1. Provide one copy each of sample programs and organizational flyers, catalogs or brochures of the past two years.  Include any print materials that promote or relate to the regrant.

2. Resumé of key staff.

3. Provide CDs, DVDs or reference a website for viewing sample work you feel best represents the regrant program.  Provide one or two cued work samples totaling no more than 10 minutes. Each sample should be on a separate CD or DVD or single web address. See NYSCA Digital Media/Work Samples Technical Instructions for tips on providing support materials on CDs or DVDs.

Note: Work samples are a critical component of the review process in this Program.
