  Local Capacity Building (Regrants)

Organizations may apply to this category only at the invitation of the Council. The Program offers support to organizations to administer regrant programs that support arts partnerships between schools and cultural organizations or individual artists. Each Local Capacity Building program site serves a specific region of the state and is expected to promote the regrant program, coordinate application and panel review processes, and provide ongoing technical assistance and professional development.

Local Capacity Building programs generally support projects that are small and represent first-time or new forays into arts in education on the part of the school applicants. Each site creates guidelines and application materials within a framework of operational requirements within which all Local Capacity Building program sites must operate. These requirements are outlined in a Procedures Manual.


Eligibility Requirements

A full-time, paid executive director

A designated, qualified staff member (preferably not the executive director) to serve as coordinator of the program

Resources to provide appropriate technical assistance, outreach, and professional development opportunities for constituent schools, artists, and cultural organizations in the service area


Application Instructions

The on-line application form includes the following questions, and a project budget. For previous grantees in this category, complete the Regrant form as part of this request, if possible. Required support materials are listed below.

Application Narrative Questions

1. Overview
Provide an overview in the form of a timeline of your Local Capacity Building activities. Include the number of applicants to the program and the number of grants made for each of the last several years. In addition, describe the ongoing challenges your program faces in serving your area of the state.

2. Marketing/Outreach
Describe your marketing and outreach efforts for your LCB program over the past year and any changes planned for the coming year. Indicate the number of application seminars, and indicate the number of attendees at each meeting.

3. Evaluation
How do you evaluate your regrant program? Have your evaluations resulted in any changes in the program?

4. Dissemination Efforts
Describe efforts to disseminate promising practices from funded projects to others in your service area.

5. Panel and Advisory Committee
List this year's and next year's panelists and their titles, if available. Describe your panelist orientation process. In addition, provide the names and affiliations of the members of your Regional Advisory Committee.

6. Appeals Process
Describe your appeals process. If you had any appeals last year, describe the outcome.


Support Materials

Support materials must be postmarked or hand-delivered to the program by the application deadline. If you want support materials returned, provide a self-addressed stamped envelope.

1. Two copies of the organization's most recent guidelines and application forms (required)

2. Resumé for the Local Capacity Building coordinator if that person is new since the last NYSCA review (required)

3. Brief descriptions of funded projects from the last round of grant making (required)
